Edit teaching assignment units

Make “Teaching Units” editable (helpful for comps/applications, where someone might do an extra last-minute reading/review)

• From teaching assignments, this screen comes up when click “Edit” but it is view only at present.

Reminder: it needs 3 decimal places (!!).
