Merge CAPA and MAC
Since CAPA has a high workload distributed throughout the year, and for consistency in reviews, and for members to be able to be familiar with candidates over time, consider merging these two committees.
CAPA - clarify can invite continuing lecturer to help with lecturer reviews
Proposed by: Paul Macey
Goal: include continuing lecturers as non-voting CAPA guests who help wiht lecturer promotions.
Rationale: for fairness and to be in accordance with the union contract (link); to ensure consistent practice.
Suggestion: delete “scientific” from
Optional: add “senate or non-senate”; alternatively, define “faculty” earlier in bylawys.
16 b) i) 7) In the event that there is no appropriate expertise existing among the members needed for the scientific appraisal of a faculty member’s dossier, CAPA may request outside consultation and assistance as needed from within the School of Nursing senate or non-senate faculty.
Background
Quote from Union contract Article 7B, D 7 (as of Jan 12, 2023): [NSF = non-senate faculty]
The University shall make reasonable efforts to ensure that a qualified NSFUnit 18 faculty member will participate on such review committees although no individual shall be required to serve on the committee. Unless the NSFUnit 18 faculty member on the committee is a standing appointment, the NSFUnit 18 faculty member being reviewed shall be consulted about the NSFUnit 18 faculty appointment on the committee. Care shall be taken to ensure that the committee is composed of faculty who can offer a fair and neutral assessment of the NSFUnit 18 faculty member’s performance. The NSFUnit 18 faculty member on the review committee shall be under the same obligation as any other member of the personnel committee with respect to the confidentiality of the review process.
MAC - add option to invite continuing lecturer to help with merit reviews
In MAC membership, add the option to invite a guest to help with reviews, using same language as CAPA membership above.
