Promotion to Continuing Lecturer
The standard is “excellent” teaching.
Also called excellence review, or eye of the needle.
Timing
Quote from Article 7B (as of Jan 12, 2023):
The University shall conduct the excellence review in the academic year in which the 18th quarter, 12th semester, or 24th fiscal quarter of service occurs, and the University shall complete the excellence review prior to the commencement of the 19th quarter, 13th semester, or 25th fiscal quarter. However, the University shall not be obligated to complete an excellence review if the NSF does not perform service in an eighteenth (18th) quarter, twelfth (12th) semester, or twenty-fourth (24th) fiscal quarter.
Review committee
There are rules in the union contracts.
Regarding the review committee, CAPA invites continuing lecturers to participate as guests, based on the following:
Union contract – says we should make a real effort to include CL’s (Article 7B section D7 – quoted at bottom)
SON bylaws say CAPA chair can invite other faculty to participate in a review (it says to help with “scientific appraisal” which we should change to “appraisal”, but the intention is clear, so we can say the equivalent appraisal for a lecturer is teaching and other academic expectations):
16 b) i) 7) In the event that there is no appropriate expertise existing among the members needed for the scientific appraisal of a faculty member’s dossier, CAPA may request outside consultation and assistance as needed from within the School of Nursing faculty.
SON bylaws say CAPA members (hence those who vote) are those that are elected – so no voting by CL’s or any other guests.
The contract also indicates we need to let the lecturers know who will be the CL helping with the review.
Quote from Union contract Article 7B, D 7 (as of Jan 12, 2023): [NSF = non-senate faculty]
The University shall make reasonable efforts to ensure that a qualified NSFUnit 18 faculty member will participate on such review committees although no individual shall be required to serve on the committee. Unless the NSFUnit 18 faculty member on the committee is a standing appointment, the NSFUnit 18 faculty member being reviewed shall be consulted about the NSFUnit 18 faculty appointment on the committee. Care shall be taken to ensure that the committee is composed of faculty who can offer a fair and neutral assessment of the NSFUnit 18 faculty member’s performance. The NSFUnit 18 faculty member on the review committee shall be under the same obligation as any other member of the personnel committee with respect to the confidentiality of the review process.
